摘要: 基于 “RSS”模型,构建了一套内控质保体系,将 Regulation(制度)、Standard(标准)、Share(共享) 3个要素有机融合。首先,通过强化制度建设,明确了各职能部门的权力与责任界限;其次,通过实施数据治理 策略,确立了质量标准的统一规范;再次,借助信息化共享服务,促进了质量管理主体间的协同合作与自我诊 断能力的提升。此外,该体系还量化了质控点指标,利用大数据分析技术,实现质量监控的可视化。这一体系 的构建不仅为教育教学诊断改进提供了有力支撑,而且融合了制度治校、数据治校、信息化治校的理念,为高 等职业教育的高质量跨越式发展注入了新的活力。

Abstract: 'This study constructs an internal control and quality assurance system based on the “RSS” mod.el, integrating three key elements : regulation, standard and share. Firstly, by enhancing institutional con-struction, the boundaries of power and responsibility among different functional departments are clearly de.fined. Secondly, by implementing data governance strategies, a unifed quality standard has been estab.lished. Thirdly, through the use of information-sharing services, collaborative cooperation and self-diagnos.tic capabilities among quality management entities are promoted. Additionally , the system quantifies qualitycontrol indicators and employs big data analysis technologies to visualize quality monitoring. The construc.tion of this system not only provides strong support for the diagnosis and improvement of educational teaching, but also merges the concepts of institutional governance, data govemance, and information governance , injecting new vitality into the leaplrog development of high-quality higher vocational education.
