Abstract: As an accelerator driving a new wave of scientific and technological revolution and industrial transformation, computing power has become a core driver of new quality productivity. The development of computing power can empower new quality productivity through infrastructure construction, expansion of application scenarios, and promotion of the digital economy. Guizhou Province has achieved remarkable progress in computing power development. However, remaining challenges include low data center utilization, significant constraints from energy consumption costs, severe talent shortages, and pressing issues in data security and privacy protection. In response, policy measures are proposed, including accelerating the upgrading of computing infrastructure, improving data center utilization, optimizing the structure and efficiency of energy supply, strengthening talent development, enhancing data security and privacy protection, and establishing a collaborative mechanism for computing power development.
