Analysis of the Internal Governance Model of Faculties inHigher Vocational Colleges

Abstract: The optimization of the secondary management model in higher vocational colleges serves as acritical approach to improve governance efficiency and advance high-quality development in vocational edu-cation. Based on survey data collected from four higher vocational colleges in Yunnan Province, this studysystematically analyzes the operational status and existing challenges of the secondary management model.Adopting a problem-oriented approach and integrating theories of organizational behavior, deliberative de-mocracy, and power balance, the paper proposes strategic measures including clarifying institutional au-thority and responsibilities, improving the intemal governance system, enhancing the professional compe-tence of administrative personnel, and establishing robust supervision and feedback mechanisms. By con-structing a well-defined, efficient and effectively supervised govemance framework for faculties, this re-search aims to strengthen the "faculty-as-entity" principle, enhance institutional autonomy in educationaloperations, and ultimately contribute to the modernization of governance in higher vocational institutions.
