The paper discusses the policy context and intrinsic meaning of industral colleges and identifiesthree major challenges currently hindering their development. The independence of organizational structuresis often overlooked, resulting in low operational efficiency. The unclear delineation of roles and responsibil-ities among various stakeholders has led to a coordination dilemma, characterized by a strong enthusiasmfrom educational institutions but a lukewarm response from enterprises. In effective mechanisms for adap-ting to shifts in market supply and demand create a disconnect between talent cultivation and industryneeds, often referred to as the "two separate tracks" problem. To address these issues, this paper proposesconstruction paths along three dimensions: Firstly, it emphasizes the need to strengthen policy support andreform the property rights system to establish a legal and material foundation for the effective operation ofindustrial colleges. Secondly, it suggests improving the governance mechanism centered around the "1 +1+ N" model, enhancing collaborative education efficiency through the "three partnerships plus one plat-form" approach. Thirdly, it advocates for optimizing market-oriented operational models by establishing dy-namic feedback mechanisms that facilitate a precise alignment between the education chain, talent chain, and industrial chain. The study concludes that only through systematic innovation in institutional frame-works, governance, and operational methodologies, industrial colleges can truly fulfill their vital role as key vehicles for industry-education integration, ultimately providing sustainable, high-quality technical and
skilled talent necessary for regional industrial transformation and upgrade.

The property management (PM) industry plays a significant role in the economy, employment, and the quality of residents' lives. However, the industry is caught in a vicious cyele characterized by "lowquality, losses, and negative feedback" making development challenging. This study analyzes three funda-mental reasons for these developmental difficulties: "invisibility of systemic barriers" "unrealized opera-tional capacities" and "cognitive gaps among stakeholders" It argues that new-quality productive forces canempower the industry to overcome these bottlenecks through a three-dimensional framework: cognitive re-structuring (data-driven service redesign), efficiency innovation (AI-optimized operations), and ecosystemevolution (stakeholder co-govemance). Successful examples include smart retrofitting of aging neighbor-hoods, where predictive analytics and IoT integration enhance service effectiveness. Importantly, the ad-vancement of technology must be ethically guided, ensuring that new-quality productive forces remain hu-man-centered in enabling the property management industry's high-quality development. This involves up-holding workforce dignity, ensuring algorithmic transparency, and fostering community cohesion.

This paper focuses on the land tax reinstatement system of the Sui Dynasty, aiming to revealthe underlying logic of economic policies in China's feudal society by analyzing the system's connotations, management mechanisms, and implementation effectiveness. The study employs a literature review meth-od, drawing upon historical sources to systematically examine the Sui Dynasty's land tax reinstatementsystem. The research finds that the system can be categorized into two types: permanent and temporary. The former benefited the ruling class and specific groups, while the latter included disaster relief exemp-tions and grace waivers. The Ministry of Revenue served as the core administrative body, relying onmeasures such as the equal-field system and household registration management to ensure implementa-tion. This system effectively mitigated social conflicts and promoted economic recovery and prosperity, yetits essence lay in the ruling class's use of political power to regulate interests. The study concludes thatthe intrinsic logic of economic policies in feudal society was guided by a "people-centered" ethic to regu-late the influence of political power on the economy. By adjusting the tax structure among social strata, itconstrained excessive resource extraction while ensuring state fiscal revenue, securing social reproduc-tion, and achieving long-term stability of governance.
