Abstract: Based on the diagnosis and improvement idea proposed by China,this paper applies CMM maturity model and higher vocational education quality evaluation theory to the connotative development evaluation of higher vocational education.  Through the establishment of the higher vocational education connotative development maturity evaluation system,the evaluation of the connotative development maturity of higher vocational education is realized,and the bottle一neck factor that restricts the connotative development maturity of vocational education is diagnosed,which can help colleges find the key points and steps of promoting the connotative construction,guide and promote the continuous promotion of the connotative development level of higher vocational education.
