Abstract: This article analyzes and studies the construction of the first-phase national "High-Level High-er Vocational College" professional clusters at Kunming Metallurgy College, summarizing the experiencesand shortcomings of the inaugural round of the initiative. Building on this foundation, and in light of thenew requirements for vocational education brought about by the comprehensive realization of Chinese mod-emization, the paper explores and investigates the value demands, overall objectives, main directions,and core construction elements of the new round of the "High-Level Higher Vocational College" initia-tive, starting from the need to comprehensively deepen reforms to promote the high-quality development ofvocational education. Finally, it proposes the development directions and construction approaches for thecollege's new round of "High-Level Higher Vocational College" professional clusters in terms of servingnational strategies such as the Western Development and the Yangtze River Economic Belt, as well assupporting key industrial development in Yunnan Province.
