Abstract: Over the past 40 years of reform and opening-up, China has made remarkable achievements inpoverty alleviation. In the crucial period of the decisive battle against poverty , the political quality and ability of the first secretary of poverty alleviation is directly related to the outcome of the battle against pov-erty. From the perspective of political position and functions, the first secretary of poverty alleviationshould not only carry out poverty alleviation policies accurately, but also have a good political outlook towithstand the hammer. At the same time, we need to have a noble mind to build a community with ashared future for mankind and the ability to grasp the trend of the macro-economy to properly handle so-cial relations and serve poor farmers and people. The improvement of the political quality and working a-bility of the first secretary for poverty alleviation lays a solid foundation for improving the governance abili-ty of the rural community and comprehensively promoting the strategy of rural revitalization.
