Abstract: This paper investigates and analyzes the impact of funding policies on the learning situation of impoverished students through a combination of historical real data comparison and questionnaire. The results show that，in general，the funding policy has a positive impact on the learning situation of impoverished students，but there are still a small number of impoverished students who have negative thoughts of “waiting，depending，wanting，and taking”.In order to promote the development of impoverished students' learning situation and make the funding policy work more effectively，this paper puts forward some suggestions on the active guidance and funding of impoverished students.
