Abstract:

As an important component of deepening personnel system reform,post setting&management system is an effective way and method to activate the human resources in colleges and universities. Based on the practice in implementing the post setting&management,this paper summarizes the experience and analyzes the problems and their causes,then it puts forward ways to implement the ongoing system and countermeasures to improve the system as follows:to perfect the environment to carry out the system from macro-level of government;to perfect the social security system and reasonable staff turnover mechanism;to further regulate and improve position description and establish position-based recruitment system;to further improve position-based assessment system;to build up post setting and management-based distribution mechanism;to transfer the autonomy to faculties and make them the subjects of post setting and management.
