以算力建设为抓手加快培育贵州省新质生产力的路径与对策

Pathways and Countermeasures to Accelerate the Cultivation of New Quality Productivity in Guizhou Province with Computing Power Infrastructure as a Key Driver

摘要: 算力作为推动新一轮科技革命和产业变革的加速器,已成为新质生产力的核心驱动因素。算力建设可以通过基础设施建设、应用场景拓展、数字经济推动等方式赋能新质生产力。贵州省算力建设成效显著,但存在数据中心利用率有待提高、能耗成本制约明显、人才短缺问题突出、数据安全与隐私保护挑战严峻等问题。据此,本文提出加大算力基础设施更新力度、提高数据中心利用率、优化能源供应结构与效率、加强人才队伍建设、加强数据安全与隐私保护、构建算力协同发展机制等对策。

Abstract: As an accelerator driving a new wave of scientific and technological revolution and industrial transformation, computing power has become a core driver of new quality productivity. The development of computing power can empower new quality productivity through infrastructure construction, expansion of application scenarios, and promotion of the digital economy. Guizhou Province has achieved remarkable progress in computing power development. However, remaining challenges include low data center utilization, significant constraints from energy consumption costs, severe talent shortages, and pressing issues in data security and privacy protection. In response, policy measures are proposed, including accelerating the upgrading of computing infrastructure, improving data center utilization, optimizing the structure and efficiency of energy supply, strengthening talent development, enhancing data security and privacy protection, and establishing a collaborative mechanism for computing power development.
