Construction Paths of Modern Industry Colleges in Vocational Collegesfrom the Perspective of Industry-Education Integration

摘要: 文章阐释了产业学院的政策背景与核心内涵,指出当前产业学院建设主要面临三大现实问题:组织架构 独立性被忽视,导致其运行效率低下;多元主体权责不明晰,造成 “校热企冷”的协同困境;应对市场供需变化 的机制不灵,人才培养与产业需求存在 “两张皮”脱节。针对上述问题,本文从 3个维度建构了建设路径:一是 强化政策支持与产权制度改革,为产业学院实体化运行奠定法律与物质基础;二是改善以 “1+1+N”为核心的治 理机制,通过 “三共同 +一平台”模式切实增强协同育人能效;三是优化市场化运行模式,建立动态反馈机制, 推动教育链、人才链与产业链的精准对接。研究认为,只有从制度、治理与运行层面进行系统革新,产业学院才 能充分发挥其作为产教融合关键载体的功能,为区域产业转型升级提供可持续的高素质技术技能人才。

Abstract: The paper discusses the policy context and intrinsic meaning of industral colleges and identifiesthree major challenges currently hindering their development. The independence of organizational structuresis often overlooked, resulting in low operational efficiency. The unclear delineation of roles and responsibil-ities among various stakeholders has led to a coordination dilemma, characterized by a strong enthusiasmfrom educational institutions but a lukewarm response from enterprises. In effective mechanisms for adap-ting to shifts in market supply and demand create a disconnect between talent cultivation and industryneeds, often referred to as the "two separate tracks" problem. To address these issues, this paper proposesconstruction paths along three dimensions: Firstly, it emphasizes the need to strengthen policy support andreform the property rights system to establish a legal and material foundation for the effective operation ofindustrial colleges. Secondly, it suggests improving the governance mechanism centered around the "1 +1+ N" model, enhancing collaborative education efficiency through the "three partnerships plus one plat-form" approach. Thirdly, it advocates for optimizing market-oriented operational models by establishing dy-namic feedback mechanisms that facilitate a precise alignment between the education chain, talent chain,and industrial chain. The study concludes that only through systematic innovation in institutional frame-works, governance, and operational methodologies, industrial colleges can truly fulfill their vital role as key vehicles for industry-education integration, ultimately providing sustainable, high-quality technical and
skilled talent necessary for regional industrial transformation and upgrade.
