Abstract: In reusing the traditional dwellings, we have to address the balance between its protection anddevelopment. An effective access and evaluation mechanism guarantees the protection and development ofthe residential areas, in the process of which the levels to protect, the strategies to adopt, and the build-ing of ethnic and cultural reserves. This paper studies the significance, construction, operation, management and improvement of the mechanism. The mechanism proposed is practical and feasible , and is significant to objectively assess and evaluate the protection and development of traditional residential houses.
