摘要：

人类历史基本就是国家利益冲突的历史，国家利益的争夺由来已久，其形式在几千年中变化不大。二十一世纪以来，网络信息技术的发展让国家利益的维护面临着全新的挑战，“网络信息战争”打破了以往国家冲突的基本模式，在基本思维和基本方法上出现了重大变化。基于分析网络信息技术给“巧实力” 带来的新特点，
进一步提出相关国家面对“巧实力”的应对措施。

关键词: 软实力, 巧实力, 网络信息

Abstract:

Human history is basically the history of national conflict of interests，which has been long-standing and there has been little change in its form for thousands of years. With the development of network information technology since 21st century, defending national interests has met new challenges.“Network information war" has broken the basic pattern of national conflicts，greatly changing the basic thinking and basic methods. Based on an analysis of the new features of "smart power" brought by network information technology, this paper puts forward countermeasures for China to face the“smart power".
