摘要：

图书馆是高职院校办学水平评估的重要组成部分。中文图书采购作为文献资源建设和图书馆各项工作的开端，对图书馆馆藏资源结构和质量起着决定性作用。基于昆明冶金高等专科学校图书馆中文图书招标采购的分析，指出实践中存在的诸多问题，并进一步提出相应的解决对策：实施项目风险管理、制定合理的评标标准，有效控制低价中标、实行资格中标制度、加强招标采购的质量控制、适当延长招标周期或实行续标方式，以保持图书供应商的相对稳定。

Abstract:

The library is one of the most important parts for assessing school-running quality of higher vocational colleges. As the document&data construction，Chinese book purchase，working as a start for other work in library，plays a decisive role for library holding structure and quality. Based on analyzing book purchase bidding in library of Kunming Metallurgy College，this paper points out the existing problems and comes up with countermeasures as follows to maintain stable book suppliers:to carry out project risk management; to set up a reasonable assessment criterion; to effectively control a bid won by lowest price and implement a bid won by qualification;to strengthen quality control of bidding purchase;to extend the bidding period.
