Abstract: The second phase of the "High-Level Higher Vocational College" imposes higher requirementson the governance of higher vocational institutes, making the modernization of internal govemnance capa-bilities a key fulerum for implementing construction tasks. Starting from problem-oriented perspectivessuch as insufficient institutional execution, blurred boundaries of rights and responsibilities, limited par-ticipation of multiple stakeholders, and fragmented digital governance, this study proposes a four-dimen-sional analytical framework. It aims to organically integrate the institutional, structural, collaborative,and technical dimensions of governance, providing more operational insights for enhancing governance ef-ficiency in higher vocational institutions and strengthening key educational capabilities.
