To be in line with The Teaching Material Development Plan for Higher Vocational Education Institutiorc.s，the paper studies on the development and construction system of teaching materials in higher vocational education institutions by analyzing the document，the status quo and development of the teaching materials.  It aims to promote the construction of a new system of managing teaching materials for higher vocational education institutions to meet the requirement of teaching material development the “Three Reforms in Teaching"，namely，the reform of teacher workforce capacity，teaching materials and teaching methods.
