Abstract: Thedisorderedpartsintheeditorialqualityofscitechperiodicalsarestudiedandcontrolledtomaketheeditingsystem inanorderlyandcontrollablestate.Thequantifiableindexofthedisorderedpartsofeditorialqualityisdescribedbycontrollingthetimedifferenceoftworeportsandaccumulatingthepositiveeffectofproofreading.Themanuscriptsflowandtheturnoverrateofsavedmanuscriptsareimprovedtoadjusttothepublicationtimeandtheimbalanceineditingmanuscripts.Toaddresstheproblems,proactivecommunicationandrelativetransparencyforauthors’keepingupwiththeeditingaretomaintainapredeterminedstabilityorbalanceofthedisorderedpartsinediting.Finally,theeditingsystemisadjustedandcorrectedintimethroughfeedbackcontroltoensurethestabilityofthesystemandoptimizethefunctionofthesystem.Throughthecasestudy,itisconcludedthattheabovemethodscanmeetthepredictedresults.Bycontrollingthedisorderedpartsoftheeditorialquality,theincompetenceandinefficiencyintheeditingsystemcanbereducedandtheoveralloptimizationcanbeachieved.
