Abstract: The 20" National Congress of the Communist Party of China highlighted the importance of Chi-nese-style modemization, emphasizing the need for common prosperity for all people. This requires theintegration of rural infrastrueture and publie services, with a focus on advaneing rural revitalization.Building a modern logistics system and addressing the "last mile" delivery issue in rural areas is a key el.ement in achieving equal access to basie publie services, improving livelihoods, and promoting commonprosperity. lt is also a significant project in advancing Chinese-style modemization. Based on literaturereview and the actual conditions in Lancang County, Pu'er City, the research team utilized the college's“Three Rural Visits" social practice platform to conduct surveys in ethnie minority villages for three con-secutive years. The team examined the issue from the perspectives of govemment, industry, businesses,and colleges, and proposed the “One Heart, Three Rings" development model for the delivery system.This model centers on goverment coordination, with collaboration between industry and colleges. Themodel aims to provide feasible and effective recommendations to improve rural produetion and living conditions.
