Abstract: ThehighereducationinChinahasdonethetransitionfromeliteeducationtomasseducationinashortperiod.Educationqualityshouldbeadaptedinthisprocess.Undertheexpansionofenrollmentandthemarketorientation,howtoensuretheeducationqualityinhighereducationisananxiousmatterforsociety.Theteachingphilosophyof“TeachingIsnotforTeachingSakeandLearningifforCreation”couldbeensuredthestabilityandadaptationofhighereducation.However,therearealotofinstitutionalbarriersintheexecutingprocesses.Basedonthissituation,thispaperpointsoutsomeestablishmentmethodswhichareinstitutionalarrangement,systemstructureandinstitutionalsystem.Theaimistocultivatehigh-qualitytalentswithinnovativeconsciousnessandinnovativeability.
