全域土地综合整治实施效益评价研究

摘要: 全域土地综合整治是新时代国土整治工作发展的根本趋势,需要进行全域规划和顶层设计,统筹安排好与村庄规划的衔接,加大地方政策支持力度,有效实施效益评价和模式优化。综述了目前全域土地综合整治实施效益评价的指标、方法以及评价方法的特点,总结了无人机倾斜摄影、实景三维云 CIS、物联网和5G 通讯等新兴技术在全域土地整治实施中的应用。

Abstract:  Comprehensive land improvement in the whole area is a fundamental trend in the developmentof land integration in the new era, which requires whole-area planning and top-level design, coordinatedarrangements for convergence with village planning, increased local policy support and elfective imple.mentation of benefit evaluation and model optimization. This paper overviews the current indicators andmethods for the evaluation of the benelits of the implementation of comprehensive land rehabilitation inthe whole area. as well as the characteristics of the evaluation methods, and summarizes the applicationof emerging technologies such as drone tilt photography, live 3D cloud GIS, Internet of Things and 5Gcommunication in the implementation of comprehensive land rehabilitation.
