Abstract: In the post-poverty alleviation era, poverty-returning governance is the true intention and nec-essary strategy to consolidate and expand the effective connection between poverty alleviation achieve-ments and rural revitalization, and optimizing the mechanism of returning to poverty is an innovative prac-tice to prevent the risk of returning to poverty. lt analyzes the risks and challenges of returning to povertyafter poverty alleviation for rural poor population in Cuizhou, aiming at the effective connection betweenpoverty alleviation and rural revitalization, integrated governance theory and sustainable livelihood theoryare introduced into the field of poverty alleviation research, building a five-in-one” long-term mechanism, which includes building the development mechanism that stimulates the endogenous power of thepoor to block the return to poverty , improving the prevention mechanism for early warning and monitoringthe return to poverty , the integration mechanism to prevent the return to poverty and rural revitalization,the coordination mechanism of grass-roots organizations participating in governance and the sharing mech-anism driven by digitalization of poverty return governance.
