Abstract: In the process of implementing the “one academic certificate + several vocational skill level cer-tificate systems, there are cases that the issuing institutions take advantage of the national policy to issuecertificates indiscriminately and obtain state funds, and the students who obtain certificates cannot meet theskill standards of craftsmen. In this regard, we propose to systematically study the overall management ofthe “1 + X”certificate system with the theoretical guidance of the characteristics of blockchain, such asdistribution , traceability, tamper-evidentiality and decentralization , which may provide a certain theoreticabasis for achieving highly reliable management and control of the “1 + X”certificate system.
