Abstract: Dailyoperationoffreightfleethasbasicoperatingcost.Inordertomaintaincustomerservice,adoptingtrucksofdifferentfixedcost,capacityandspeedisimportanttoreduceoperatingcostandtoimproveprofit.Inthispaper,aVRPmodelwasbuiltwithtimewindowconstraintsandthreedifferentcapacitiesofhigh,mediumandlow.Analysiswasmadeontheinfluenceonthefreightfleetoperatingcostsofhardtimewindowandsofttimewindowwithdifferentpenaltycoefficientanddifferentcombinationofvehiclesofdifferentcapacity.Theresultsshowthatoperatingcostscanbedecreasedbyusingsmallandmediumsizedvehicleundertimewindowconstraints.
